
Strategic Community Plan Review
The Shire of Leonora is currently undertaking a review of its Strategic Community Plan.
The Strategic Community Plan provides a long term (10+ years) plan for the Shire, expressing the vision, aspirations and priorities of the community and is the Shire’s principal strategy document, influencing all other planning and decision making at the Shire.
As an essential part of this review, we are seeking community input and invite members of the community to participate.
Have your say by:
- Completing the on-line survey available by clicking here; or
- Completing a printed survey, available from the Shire Office in Leonora, Leinster Supermarket, Leinster Coffee Shop and Leinster Town Office; and
- Attending the community workshop on Wednesday 9 April, 6:00pm at the Bowling Club in Leonora

All Western Australian local governments are required under the current legislation to prepare a Plan for the Future for their district, comprising of two key strategic documents, a Strategic Community Plan and Corporate Business Plan. Local governments are required to have regard for the Plan for the Future when forming their annual budget.

What is the Strategic Community Plan?
The Strategic Community Plan provides a long term (10+ years) plan for the Shire, expressing the vision, aspirations and priorities of the community. It is the Shire’s principal strategy document, influencing all other planning and decision making for the Shire of Leonora. Community engagement underpins the Strategic Community Plan.
An essential element of the development process is to enable community members and stakeholders to participate in shaping the future of the community, identifying issues and solutions.
This Plan outlines how the Shire will, over the long term, work towards a bright future for the community, as it seeks to achieve its vision inspired by the community’s aspirations and objectives.

What is the Corporate Business Plan?
Achieving the community’s vision and the Shire’s strategic objectives require development of actions to address each strategy contained within the Strategic Community Plan. Careful operational planning and prioritisation is required due to limited resources. The corporate business planning is undertaken with consideration of long term financial, asset management and workforce planning. The Corporate Business Plan puts the Strategic Community Plan into action via the Annual Budget.
A core component of corporate business planning includes service delivery considerations over a 4-year period, aligned to the strategic direction identified during the strategic community planning, and accompanied by financial projections.

What is the Plan for the Future?
The Shire of Leonora took an integrated approach to strategic planning in 2021, developing the Plan for the Future 2021-2031. The Shire is again taking an integrated approach to Strategic Community Planning and Corporate Business Planning, combining these two plans into one document, reflecting their strategic alignment and integration. This integrated approach aligns with the foreshadowed changes to legislation that are part of the Department of Local Government, Sport and Cultural Industries Local Government Act reform process currently underway.
